On July 28, 2017, the Official Journal of the European Union issued (EU) 2017/1369: Establishment of a New Energy Labelling Framework and abolished the provisions of Directive 2010/30/EU.

Product concerned: The Regulation has established a framework for energy-related products. As the name suggests, the Framework Regulation is a general requirement and covers no product-specific requirement.


Summary of the Regulation


1. The Regulation has established a framework for energy-related products. As the name suggests, the Framework Regulation is a general requirement and covers no product-specific requirement. The Regulation shall enter into force on August 1, 2017.


2. As for specific products, product-specific regulation will be promulgated to set forth the relevant energy labelling requirements. For example, (EU) No 1060/2010 for refrigerators, (EU) No 626/2011 for air conditioners, and (EU) No 65/2014 for range hoods. 


3. Now, the new regulation (EU) 2017/1369 has replaced Regulation 2010/30/EU (Note: Regulation 2010/30/EU is also a framework regulation on energy labelling requirements).


4. Attached please find the full text of Regulation (EU) 2017/1369. In short, the Regulation can be boiled down to two things:

    a. The EU will redesign the energy label for some products as they want to use uniform energy label format of class A to G, rather than a mix of A-G and other format like A+ and A+++.

    b. The EU will create a product database. When the database is ready, manufactures are required to submit the relevant information about their products online.


5. Both the establishment of product database and the re-design of energy label format take time. Therefore, what manufactures need to do is pay attention to whether any updated regulation governing their products is promulgated and when the product database will be put in place. Bureau Veritas will also pay close attention to and share the relevant information with our clients.


6. Product database registration shall apply from January 1, 2019. For the products launched between August 1, 2017 and January 1, 2019, suppliers shall, by June 30, 2019, enter in the product database the product-related information. From January 1, 2019, all new products must be registered before marketing.


7. For the products that already have product-specific energy label regulations, such as refrigerators, air conditioners and range hoods, does the new regulation have any impact on their testing method? The answer is :There are no immediate actions needed from suppliers except stay tuned with the regulation update future.

In this current stage, the regulation is just a framework, with no specific requirements published. There are no immediate actions needed from suppliers except stay tuned with the regulation update. Bureau Veritas will closely monitor the development of the regulation and share the relevant information with our clients as soon as they are available.
