The Interoperability Challenge for European Rail Networks

By opening the European rail networks to competition, the European Union has enabled the interconnection of the national rail networks. To guarantee interoperability between these networks by unifying the relevant technical standards, the European Union adopted Directive 2008/57/EC.

Directive 2008/57/EC sets out the essential imperatives to be met by rail systems, subsystems and components including the interfaces. Each subsystem is detailed in a technical specification for interoperability that defines the functional and technical specifications with which the subsystem and its interfaces must comply relative to the other subsystems.

The EC verification procedure should be based on TSIs. Notified bodies are responsible for examining/certifying the procedures for conformity assessment and suitability for the use of constituents and system/subsystems according to the requirement of 2008/57/EC.

EC Certificate of Verification

An EC Certificate of Verification delivered by a Notified Body attests to the conformity of a subsystem or component to the relevant TSI, in accordance with the Directive 2008/57/EC.

As a Notified Body, Bureau Veritas can assess the conformity of a subsystem or component to deliver an EC Certificate of Verification which is valid throughout the European Union.

FAQ - FREQUENTLY ASKED QUESTIONS

  • How are TSIs drafted and approved?

    TSIs are developed by the European Railway Agency (ERA) on behalf of the European Commission.
    This working group includes members of national safety authorities and members of organizations representing the rail sector.

    Once completed, prospective TSIs are subject to an opinion by the European Member State Committee before being subject to a decision by the European Commission. They are then translated into the official languages of the European Union and then communicated to all Member States.

  • What is the scope of my certification?

    A certificate issued by a notified body is valid in all countries of the European Union.

    Notified bodies are independent and recognized by safety authorities of their respective countries and by the European Commission. Notified bodies may intervene and certify any product or rail component within Europe.
