The Biofuels and biomass sustainability Challenge

Biofuels and biomass have been heavily promoted to be part of the solution to mitigate climate change, as well as anticipate the scarcity of fossil fuels in the future.

What is the current regulatory context regarding biomass and biofuels?

The European Union’s Directive 2009/28/EC on energy from renewable sources, has set specific requirements for the verification of biofuels and ensure their sustainability so that they can be considered by member states to fulfill their objectives. To follow this new legislation the sustainability of the biofuels will need to be verified and guaranteed to be distributed on the European Market. 

What is biomass and biofuels sustainability verification? 

The sustainability of the biomass used for the production of the different types of biofuels can be evaluated against requirements included in recognized voluntary certification schemes and through independent audits. 

Independent verification needs to cover all the actors throughout the supply chain, from the biomass producer to the final biofuels distributor.

  • What are the sustainability criteria that must be met under the European Directive 2009/28/EC on the promotion of the use of energy from renewable sources?

    In order to ensure the sustainability of the biomass and biofuels that will benefit from tax incentives, the European Union requires verification of the following sustainability characteristics: 

    • A reduction of greenhouse gas emissions of at least 35%, then 50% in 2017 and 60% in 2018. 
    • Avoid any impact on lands with high biodiversity values (primary forests, protected areas and ecosystems, highly biodiverse grassland). 
    • Protection of land with high carbon stock (forested land, wetlands, peatland). 
    • Soil, water and air protection is promoted as well as a respect of environmental and social international agreements. 

    Operators are required to provide member states with evidence that these criteria have been respected during the production of biomass and biofuels. Such evidence can be provided through voluntary verification schemes recognized by the European Commission and verified through independent third party audits.
