Entities in Charge of Maintenance (ECMs) for freight wagons are subject to strict regulations.

  • Who is concerned by the freight regulation 445/2011?

    All entities which manage wagon fleets and operate in Europe or in OTIF member states. For example:
    infrastructures networks, railway operators (operators, railcars owners, railcars renters), etc.

  • Is the EU 445/2011 regulation similar to the MoU regulation which established the basic principles of the ECM certification (May 2009)?

    No, the new European regulation is now fully complete. Now, it is not only the maintenance management system which is assessed, but also the process implementation and the ability to execute maintenance activities.

  • Is the certification adapted to various ECM business activities?

    Yes, the ECM certification is adapted to ECM activities. At the beginning of the certification, the ECM determines which ECM functions are concerned. Therefore, the ECM could choose one or combine the following functions:

    • Management

    • Fleet maintenance management

    • Maintenance development

    • Maintenance delivery

  • How long is the certificate valid? Where is the certificate valid?

    An ECM certificate is valid for 5 years anywhere within EU countries or OTIF member states.
