Cosmetics regulation and practices are getting much tougher to ensure even stronger consumer protection. A new European regulation for Cosmetics¹ was published in December 2009. It sets very high, legally binding requirements designed to protect consumer health and safety. Baudouin Hue, Global Products Innovation Leader, Bureau Veritas Certification explains: “The regulation significantly increases product liability of
all actors (including importers and distributors), and goes on to focus on two areas: first, ensuring safety of ingredients and second, mandating controlled product processing, packaging and distribution. This second area is addressed by the ISO 22716 standard.”
The Cosmetics GMPs (Good Manufacturing Practices) laid out in ISO 22716 are guidelines that cover production as well as the control, storage and shipment of cosmetic products.
The entire cosmetics supply chain falls under the scope of this standard, from producers of raw materials to finished products assemblers, from importers and exporters to distributors. GMPs are guidelines designed to ensure the products offered to consumers on the market are safe. ISO 22716 has become the
Global Standard, recognized by ASEAN² and the International Cooperation on Cosmetic Regulation, which includes the USA, Canada, the EU and Japan, and therefore covers virtually the entire marketplace for cosmetics.
Large players in the cosmetics industry are moving quickly toward this certification. One example is Group Guinot, one of Bureau Veritas Certification clients. The group, which was founded in 1930, operates more than 11,000 beauty salons in more than 65 countries.
