The Member State Committee unanimously agreed on the identification of four Substances of Very High Concern. These substances will be added to the ECHA Candidate list in January 2017. The list will then include 173 substances. Background
In a press release, the European Chemicals Agency (ECHA) announced four new Substances of Very High Concern (SVHC). After preparing dossiers for six substances, the Member State Committee agreed on the identification of four Substances of Very High Concern (SVHC). For two substances (4-tert-butylphenol (PTBP), and benzene-1,2,4-tricarboxylic acid 1,2-anhydride(trimellitic anhydride, TMA)) no agreement was found between the Member states. Therefore ECHA will submit the different opinions to the European Commission to draft proposals on their identification as SVHCs.
Once on the Candidate List, producers, suppliers, importers and retailers must provide business clients directly, and consumers upon request, with information on the presence and safe use of any product containing the SVHC that exceeds 0.1% (w/w). In case the total amount of an SVHC exceeds 1 t per actor per year for all products, this SVHC also has to be notified to the ECHA.
Due to the timing of the Member State Committee (MSC) meeting the Candidate list will be updated in January 2017. List of New SVHC

||Manufacture of others substance, epoxy resins, polycarbonate, coating materials, epoxy resin hardeners, thermal paper, and use as antioxidant for processing PVC.|
|Nonadecafluorodecanoic acid (PFDA) and its sodium and ammonium salts
|Found in various water and stain resistant textiles. Present in nanosprays and impregnation sprays, outdoor textiles, carpets, gloves, leather, paper-based food contact materials and ski waxes. |
|4-Heptylphenol, branched and linear
||Might be used to produce detergents. Used as monomer in polymers which are usually used in lubricant additives. The residual content of unreacted monomer (phenol, heptyl derivates) in the polymer material is assumed to be well below 0.1%.|
||4-tert-pentylphenol is used at industrial sites for the production of perfumes and fragrances and as a monomer in the production of polymers (phenolic resins). Formulation of adhesives, coatings, printing inks, paints.|
