International aid and cooperation projects funded by the national and international donors constitute a business with multi-billion dollars budget per year. These projects aim to support the institutional development and economic progress of the beneficiary countries.

International aid cooperation encompasses all continents and contacts are between the donor entities and the governments of the beneficiary countries. Projects generally are large scale with implementation durations up to several year and cover all the fields: economic, social, educational, environmental, health, judicial and democracy, etc.


Making Aid Work Better
Donor funded projects are implemented by international consultants through a tendering processes.  These projects are frequently multi–component and are, therefore, awarded to multi-disciplinary consultants or to a consortium of companies with complementary fields of activity.  Projects may include two or more fields such as capacity building, regulation development, advice on reforms in national infrastructure for priority areas: trade, quality and conformity assessment, customs, education, health, energy, agriculture, environment and transport. 

A key issue for the long term sustainability of projects is the appropriation of the project by the beneficiary countries by effective involvement of their national expertise in the implementation of project.  Partnerships with national companies in the implementing consortium is frequently a key factor for success.


BUREAU VERITAS has been implementing donor funded projects for many years through its specialised technical assistance subsidiaries ECA, QI and TECNITAS subsidiaries.  Many implemented projects have been funded by the European Commission (EuropeAid), the World Bank (WB), and other international donors. We have deep knowledge of procedures and rules for implementation of funded large international projects and have developed a large network of partner consultants and an extensive network of skilled experts with effective past experience of similar projects’ implementation.

BUREAU VERITAS has over 30 years of development experience working directly in trade facilitation programmes through the Government Services & International Trade Division.  During the 30 years, customs technical assistance contracts have been managed on virtually every continent; such assistance includes customs training, single window software applications, non-intrusive inspections (X-Ray), periodic vehicle inspection and other programmes covering Quality and Safety Standards.

  • The process for these projects is as follows:

    The projects are identified at early stages and actions taken to form a winning consortium where Bureau Veritas will be the leading partner. Partners are selected based on their expertise in the fields of interest for the project and also on their past experience in the implementation of similar contracts.

    Tendering process
    Having identified a project a consortium is created and a pre-qualification file is prepared. Following a successful first stage the tender is developed emphasising the strategy, organisation and methodology for implementation of the project accompanied by a schedule of the activities, performance indicators. A key element of the proposal for a successful tender is the team of experts, highly skilled and complying with the project requirements who must sign a commitment to be assigned to the project and for its implementation duration.

    Project implementation
    With a successful tender a contract is signed between the lead partner of the consortium and the Contracting Authority.  Contract duration is normally between 12 to 48 months and contract budgets vary from 500 KEURO up to several Million Euros.

    A project office is set up in the beneficiary country and the project activities are implemented by the long term and short term experts based on the pre-defined action plan together a specific Terms of Reference.
    Progress reports are produced for the approval of the Contracting Authority.
